No PUCC, No Fuel: Delhi Announces Winter Action Plan to Combat Pollution

ନୋ PUCC ନୋ ଫ୍ୟୁଏଲ୍। ମାନେ ଏଣିକି ଗାଡ଼ିର ବୈଧ ପ୍ରଦୂଷଣ ନିୟନ୍ତ୍ରଣ ସାର୍ଟିଫିକେଟ୍ ବା PUCC ନଥିଲେ ମିଳିବନି ଡିଜେଲ କି ପେଟ୍ରୋଲ। ଶୀତ ଆସିବା ପୂର୍ବରୁ ପ୍ରଦୂଷଣ ମୁକାବିଲା ପାଇଁ ଦିଲ୍ଲୀରେ ପ୍ରସ୍ତୁତ ହୋଇଛି ଶୀତକାଳୀନ କାର୍ଯ୍ୟଯୋଜନା ବା ୱିଣ୍ଟର ଆକ୍ସନ୍ ପ୍ଲାନ୍। ନଭେମ୍ବର ୧ରୁ ଫେବ୍ରୁଆରୀ ୨୮ ପର୍ଯ୍ୟନ୍ତ ଏହି ଯୋଜନା କାର୍ଯ୍ୟକାରୀ ରହିବ। ନିର୍ମାଣ ଓ ଭଙ୍ଗାଭଙ୍ଗି କାମ ଉପରେ କଟକଣା ସହ AI ପ୍ରଯୁକ୍ତି ମାଧ୍ୟମରେ ନିର୍ମାଣସ୍ଥଳୀଗୁଡ଼ିକ ଉପରେ ନଜର ରଖାଯିବ । ଏହା ସହ ନଭେମ୍ବର ୧ରୁ ଜାନୁଆରୀ ୩୧ ପର୍ଯ୍ୟନ୍ତ ଅନ୍ୟ ରାଜ୍ୟର BS-6 ମାନଦଣ୍ଡରୁ କମ୍ ଗାଡ଼ିଗୁଡ଼ିକୁ ଦିଲ୍ଲୀରେ ପ୍ରବେଶ ଅନୁମତି ମିଳିବନି। ଏହାସହ ପ୍ରଦୂଷଣ ହ୍ରାସ କରିବାକୁ ସରକାରୀ କାର୍ଯ୍ୟାଳୟରେ ୫୦ ପ୍ରତିଶତ କର୍ମଚାରୀଙ୍କ ପାଇଁ ଘରୁ କାମ ବା ୱାର୍କ ଫ୍ରମ୍ ହୋମ୍ ଏବଂ ଭିନ୍ନ ଭିନ୍ନ ସମୟରେ ଅଫିସ୍ ଆସିବା ବ୍ୟବସ୍ଥା ମଧ୍ୟ ଯୋଜନାରେ ସାମିଲ ହୋଇଛି । ଅନ୍ୟପଟେ ସ୍ୱଚ୍ଛ ଯାତାୟାତକୁ ପ୍ରୋତ୍ସାହନ ଦେବା ପାଇଁ ଇଲେକ୍ଟ୍ରିକ୍ ବସ୍ ସେବା, ମେଟ୍ରୋ ଯାତ୍ରା, ଲାଷ୍ଟ୍ ମାଇଲ କନେକ୍ଟିଭିଟି ସୁବିଧା ଏବଂ କାର୍ ପୁଲିଂ ଉପରେ ଗୁରୁତ୍ୱ ଦିଆଯିବ । ଏହାଦ୍ୱାରା ରାସ୍ତାରେ ବ୍ୟକ୍ତିଗତ ଗାଡ଼ିର ଚଳାଚଳ ହ୍ରାସ ପାଇବା ସହ ପ୍ରଦୂଷଣ ନିୟନ୍ତ୍ରଣରେ ସହାୟତା ମିଳିବ ବୋଲି ଆଶା ରଖାଯାଇଛି । ମୁଖ୍ୟମନ୍ତ୍ରୀ ରେଖା ଗୁପ୍ତା କହିଛନ୍ତି ଯେ, ପ୍ରଦୂଷଣ ରୋକିବା କେବଳ ସରକାରଙ୍କ ଦାୟିତ୍ୱ ନୁହେଁ, ପ୍ରତ୍ୟେକ ନାଗରିକଙ୍କ ସହଯୋଗ ମଧ୍ୟ ଜରୁରୀ । ଗାଡ଼ିର ପ୍ରଦୂଷଣ ସାର୍ଟିଫିକେଟ୍ ବୈଧ ରଖିବା, ସାଧାରଣ ପରିବହନ ବ୍ୟବହାର କରିବା ଏବଂ ଅଯଥା ଗାଡ଼ି ଚଳାଚଳ ହ୍ରାସ କରିବା ଭଳି ପଦକ୍ଷେପ ବାୟୁର ମାନ ଉନ୍ନତ କରିବାରେ ସହାୟକ ହୋଇପାରିବ । କାରଣ, ନିର୍ମଳ ବାୟୁରେ ନିଶ୍ୱାସ ନେବା ଆମ ସମସ୍ତଙ୍କ ଅଧିକାର । ‘ଆମ ଦିଲ୍ଲୀ, ଆମ ଦାୟିତ୍ୱ।’ ବୋଲି ମୁଖ୍ୟମନ୍ତ୍ରୀ କହିଛନ୍ତି।

Delhi has announced a Winter Action Plan to tackle air pollution ahead of the winter season, with the plan scheduled to remain in force from November 1 to February 28. Under the proposed ‘No PUCC, No Fuel’ rule, vehicles without a valid Pollution Under Control Certificate (PUCC) will not be allowed to purchase petrol or diesel. The plan also includes restrictions on construction and demolition activities, AI-based monitoring of construction sites, and a ban on the entry of vehicles from other states that do not meet BS-VI emission standards from November 1 to January 31. To curb pollution, the government is also planning work-from-home arrangements for 50% of government employees and staggered office timings. Electric buses, metro services, last-mile connectivity and carpooling will be encouraged to reduce the use of private vehicles. Delhi Chief Minister Rekha Gupta has urged citizens to keep their vehicle pollution certificates valid, use public transport and reduce unnecessary travel, stressing that clean air is a shared responsibility.
