UPI Charges: Supreme Court Refuses to Stay 0.4% MDR on Payments Above ₹2,000

ସୁପ୍ରିମକୋର୍ଟଙ୍କ ବଡ଼ ନିଷ୍ପତ୍ତି। UPI ଚାର୍ଜ ଉପରେ ରୋକ୍ ଲଗାଇବାକୁ ମନା କଲେ ସର୍ବୋଚ୍ଚ ଅଦାଲତ । ପ୍ରଧାନ ବିଚାରପତି ଜଷ୍ଟିସ୍ ସୂର୍ଯ୍ୟକାନ୍ତ, ଜଷ୍ଟିସ୍ ଜୟମାଲ୍ୟ ବାଗଚୀ ଏବଂ ଜଷ୍ଟିସ୍ ଭି. ମୋହନାଙ୍କୁ ନେଇ ଗଠିତ ତିନି ଜଣିଆ ଖଣ୍ଡପୀଠ ଏକ ଜନସ୍ବାର୍ଥ ମାମଲାର ଶୁଣାଣି କରି ଏହି ନିର୍ଦ୍ଦେଶ ଦେଇଛନ୍ତି । କେନ୍ଦ୍ର ସରକାରଙ୍କ ନିଷ୍ପତ୍ତି ଉପରେ ବର୍ତ୍ତମାନ ସୁପ୍ରିମକୋର୍ଟ କୌଣସି ପ୍ରକାର ରୋକ୍ ଲଗାଇବାକୁ ସ୍ପଷ୍ଟ ମନା କରିଦେଇଛନ୍ତି । ଫଳରେ ଆସନ୍ତା ୧୫ ଅକ୍ଟୋବରରୁ ୨୦୦୦ ଟଙ୍କାରୁ ଅଧିକ ଟଙ୍କାର ମର୍ଚ୍ଚାଣ୍ଟ ପେମେଣ୍ଟ ଉପରେ ୦.୪% ଚାର୍ଜ ଲାଗୁ ହେବ ।

The Supreme Court has refused to grant an interim stay on the Centre’s new Merchant Discount Rate (MDR) for specified UPI merchant payments above ₹2,000. The bench headed by Chief Justice of India Surya Kant, along with Justices Joymalya Bagchi and V. Mohana, sought responses from the Centre, RBI and NPCI on the challenge to the new framework. The 0.4% MDR is scheduled to take effect from October 15, 2026, for specified person-to-merchant transactions above ₹2,000. The charge is part of the merchant-side payment ecosystem and does not apply to person-to-person UPI transfers.
