ବ୍ରହ୍ମପୁର ମହାନଗର ନିଗମରେ ୧୪ ପଂଚାୟତ ମିଶ୍ରଣ ନେଇ ପ୍ରକ୍ରିୟା ଯେତେ ବିଳମ୍ବିତ ହେଉଛି, ସେତେ ଲୋକଙ୍କ ଭିତରେ ଦ୍ୱନ୍ଦ୍ୱ ବଢ଼ିବାକୁ ଲାଗୁଛି । ଆଗକୁ ପଂଚାୟତ ଓ ମହାନଗର ନିର୍ବାଚନ ହେବାକୁ ଥିବାରୁ ଏମାନେ ନା ପଂଚାୟତରେ ରହିବେ ନା ମହାନଗରବାସୀ ହେବେ ତାହାକୁ ନେଇ ଦୋ ଛକିରେ । ଗୃହ ନିର୍ମାଣ ଓ ନଗର ଉନ୍ନୟନ ବିଭାଗର ଫାଇନାଲ ଡ୍ରାଫ୍ ଟକୁ ଅପେକ୍ଷା କରି ରହିଛନ୍ତି ସହରତଳିର ୧୪ ପଂଚାୟତ ବାସିନ୍ଦା । ସହରରେ ସାମିଲ ହେଲେ, ସମସ୍ତ ପ୍ରାଥମିକ ସୁବିଧା ମିଳିବା ଆଶାରେ ଅଂଚଳବାସୀ ରହିଥିବା ବେଳେ ସଦ୍ୟ ଜନଗଣନା ପରେ ହିଁ ଏହା ସ୍ପଷ୍ଟ ହେବ ବୋଲି ଜଣାପଡ଼ିଛି ।

The proposed expansion of the Berhampur Municipal Corporation by merging 14 surrounding Gram Panchayats and 37 revenue villages has remained pending for nearly 18 years. Berhampur was converted from a municipality into a Municipal Corporation on December 29, 2008, with plans to merge the surrounding areas. However, residents of areas including Lochapada and Haldia Padar say they are still deprived of basic civic facilities such as drainage, garbage clearance, drinking water, electricity and roads. The official name of the civic body is Berhampur Municipal Corporation.
