The Odisha State Cabinet has approved 16 proposals from 11 departments, Chief Secretary Anu Garg announced after the meeting chaired by Chief Minister Mohan Charan Majhi. Key decisions include restructuring the Fishery Services Cadre, allocating ₹500 crore for urban rainwater drainage management, and providing free textbooks to Class 9 and 10 students.

The government has earmarked ₹284.07 crore over five years for free books, benefiting an estimated 28.70 lakh students. A ₹450-crore allocation will support skill development for 4.2 lakh youth. The Cabinet also approved a ₹130.8-crore fishing harbour at Astaranga, a disaster recovery and data centre in Keonjhar costing over ₹176 crore, and parks and an open-air theatre along the Mahanadi in Cuttack. Other decisions cover promotions and cadre status for Hindi and Sanskrit teachers, restructuring of the Odisha Diploma Engineering Services Cadre, and corpus fund schemes for OSCMF Ltd and OSSC Ltd.

The approvals also include amendments to the Odisha Industrial Policy 2022 relating to stamp duty for industrial restructuring. The proposals span education, employment, fisheries, infrastructure and industrial development.
