Odisha has intensified preparations to tackle Cyclone Arnab, targeting zero casualties. The Cabinet Secretary held a high-level meeting with Odisha, Andhra Pradesh, Telangana and Puducherry to review preparedness and coordinate central assistance. Chief Secretary Anu Garg said district collectors were on alert, senior officers had been deployed to vulnerable districts, and eight NDRF and 40 ODRAF teams were ready. The Coast Guard, Navy and Air Force may also be called upon for assistance.

Revenue and Disaster Management Minister Suresh Pujari said 24-hour control rooms were operational and evacuation had begun in some districts. Around 135 permanent and over 1,600 temporary cyclone shelters have been kept ready.

Malkangiri, Rayagada, Nabarangpur and other vulnerable districts are strengthening rescue arrangements. Malkangiri has identified landslide-prone locations, while Rayagada has deployed ODRAF, NDRF, fire services and speedboats. Authorities have also arranged emergency equipment, healthcare support and shelter facilities. Residents have been urged to cooperate with the administration and avoid unnecessary travel on October 27 and 28.
