Why did Ganjam witness devastating floods after Cyclone Arnab? Was it nature’s fury or administrative failure? Despite the IMD’s Red Warning for South Odisha and advance alerts, heavy rainfall caused the Rushikulya River to swell, inundating several villages across Ganjam. Experts point to five possible reasons behind the disaster, including excessive rainfall, inadequate focus on Ganjam, heavy rainfall in the Rushikulya catchment area and lapses in water management. While the Water Resources Department's Engineer-in-Chief maintains that rainfall was the primary cause, the BJD has accused the government of inadequate preparation and delayed water release from dams. Transport Minister Bibhuti Bhushan Jena has rejected the allegations, calling them cheap politics during a crisis. Meanwhile, rescue and relief operations are underway in Ganjam, Gajapati and Kandhamal. A Central team will visit Odisha on November 2 to assess the damage. What went wrong in Ganjam?
