A political row has erupted over the new Merchant Discount Rate (MDR) on UPI transactions above ₹2,000. From October 15, 2026, a 0.4% MDR will apply to eligible Person-to-Merchant (P2M) UPI transactions, with the charge to be borne by merchants. Person-to-Person (P2P) transfers will remain free.

Leader of Opposition in the Lok Sabha Rahul Gandhi has demanded that the decision be withdrawn, referring to it as a “UPI tax”. The Central Government has rejected that description, saying MDR is not a tax and that the additional cost cannot be passed on to customers.
