India’s UPI payment system is set for a rule change from October 15, 2026, with a 0.4% Merchant Discount Rate (MDR) applicable to specified merchant transactions above ₹2,000. Person-to-person UPI transfers will remain free, and the MDR is not to be directly charged to consumers. Congress leader and Leader of Opposition Rahul Gandhi has criticised the move and alleged that it was introduced under US pressure, calling it a ‘Trump tax’. The government has rejected the allegation and said the decision is aimed at making the UPI ecosystem financially sustainable.
