Despite raids, seizures, arrests and the destruction of thousands of acres of illegal cultivation, the ganja trade continues to remain a major concern. The issue, as raised in Janamanch, is not limited to illegal trade or law and order but is linked to the youth, health, economy and Odisha’s image. Odisha is repeatedly reported as ranking among the top states in ganja seizures, adding to its ‘Cannabis Capital’ tag. The Janamanch debate directly questions who is operating the drug network, who is providing protection and where the system is failing. The key question: When will there be a brake on the ganja trade?
