With roads and communication routes disrupted, Rakhis sent by sisters are reportedly stuck at post offices in Pattamundai, Kendrapara, and Bari-Kalamatia in Jajpur. Postal staff are unable to reach several villages, while recipients are also unable to travel to post offices to collect their mail.
